The Housing Authority of the City of Tifton, Georgia is seeking the services of qualified architectural/engineering firms with a background in public housing or multi-family housing renovation. The Housing Authority wishes to contract with an Architectural or Engineering firm to include planning, design, preparation of construction documents, contract administration, administration of the construction work and other services, as requested by the Housing Authority, Peterson Phase I.

The Housing Authority has been awarded funding for the complete rehabilitation of Peterson Apartments. The work will include exterior and interior rehabilitation as well as site improvements.

The Housing Authority hereby invites qualified Architectural/Engineering firms to submit a proposal for the above referenced services. Proposals should demonstrate qualifications for the work. Selections will be made in accordance with the competitive proposal procedure, based on qualifications of the responding firms.

Selection of a firm will be based on the following:

1. Evidence of the Architect's ability to perform the work as indicated by profiles of the principals and staff's professional and technical competence and experience and their facilities. (30 points)

2. Evidence that where design work is involved, the Architect/Engineer is currently registered in the state where the project is located. (15)

3. Specialized experience and technical competence in the rehabilitation of public or multi-family housing. (20)

4. Past performance in terms of cost control, quality of work, and compliance with performance schedules. (20)

5. Knowledge of local building codes. (15 points)

After ranking the responses, the Housing Authority shall negotiate with the highest ranked firm, in an effort to obtain a fair and reasonable price. If the Housing Authority fails to reach an agreement with the highest ranked firm, the same procedure shall be followed with the second highest ranked firm and so on, until an agreement is obtained with the most qualified firm at a fair and reasonable price. Once a price is agreed upon, it will be included in the Form HUD 51915 - Form of Agreement Between Owner and Design Professional as a fixed price.
