Professional Consulting Services for Submission of Choice Neighborhood Planning Grant

The Tifton Housing Authority (THA) is pleased to announce a Request for Proposal (RFP) for Professional Consulting Services for submission of the 2021 Choice Neighborhood Planning Grant. The purpose of this RFP is to provide a fair evaluation for all candidates and to provide the candidates with the evaluation criteria used to judge the proposals.
Project Background & Purpose
The purpose of the consulting services is to provide technical assistance to position the THA to redevelop both Peterson Apartments and Old Omega Road Apartments located in the southern part of the City of Tifton. There are 101 apartments, a community building and 2 warehouses located on approximately 19 acres of property. The successful company or individual must be prepared to work with the City of Tifton, the Tifton Urban Redevelopment Agency, and many other local partners. The City of Tifton has already begun working on the South Tifton Redevelopment Plan.
Contract Period
The Tifton Housing Authority expects to award the contract no later than November 15, 2020. The contract period is expected to last 3 years and must include an option to renew for an additional 2 years. The contract period may vary depending on service needs at the sole discretion of the Tifton Housing Authority.
Experience Requirements
Individuals or companies submitting proposals must meet the following criteria:
- Must have a history working with public housing authorities.
- Must have worked on successful Choice Neighborhood Planning Grants and Implementations Grants.
- Must demonstrate the ability to recruit and solicit grant writers and public housing authority consultants.
- Must have development experience with PHA partners.
- Must have HUD mixed income development experience.
Fees
An hourly fee for proposed service must be included. Miscellaneous fees and travel costs including mileage, meals & lodging may be billed separately.
Submission Requirements
- Must submit 3 references from public housing authorities that received Choice Neighborhood Grants and/or Choice Neighborhood Implementation Grants. References must include name, address, email address, phone number and the year work was completed with reference provided.
- Must submit current business/professional licenses to operate in the state of Georgia.
- Must submit documentation corroborating the experience requirements listed above.
- Must submit an approach to redevelopment of the proposed sites in conjunction with the South Tifton Redevelopment Plan.
Evaluation
Selection of a firm or individual will be based on the following:
- Evidence of the consultant's ability to perform the work as indicated by profiles of the principal(s) and staff's professional and technical competence and experience. (15 pts.)
- Past performance in terms of quality of work, cost control and compliance with performance schedules. (25 pts.)
- Cost of service. (25 pts.)
- Quality and reasonableness of the approach. (35 pts.)
Deadline
To facilitate the review process, applicants may submit proposals either as a hardcopy or via email.
Hard copies and/or email versions of the proposal must be received by the Tifton Housing Authority no later than 12:00 p.m. EST on October 16, 2020. Late or incomplete proposals will not be considered.
